1. Create a new document (Ctrl+N):
    • Width: 500px.
    • Height: 500px.
    • Background: #002031.
  2. Now use the air brush, size 19, and start making crazy-like lines.
  3. Now Filter > Blur > Radial Blur:
    • Amount: 100.
    • Zoom
    • Quality: Draft.
    Do this four times.
    1. Now duplicate the layer (Layer > Duplicate Layer).
    2. Mode: Overlay.
    3. Select the top layer and press Ctrl+E.
  5. Now Image > Adjust > Curves:
    • Input: 231.
    • Output: 29.
  6. Press Shift+Ctrl+U and Ctrl+I.
  7. Now Image > Adjust > Brightness/Contrast:
    • Brightness: 60.
    • Contrast: 30.
  8. Now do the Radial Blur again.
  9. Now Image > Adjust > Hue/Saturation: choose any color you want.
