1. Create a new document (Ctrl+N): Width = 250, Height = 250.
  2. Now for the colors choose these #303F5F (top), #FFFFFF (bottom).
  3. Now Filter > Render > Clouds.
  4. Now Filter > Distort > Wave: Triangle, press ok; now this time with Square, press ok. Do this twice.
  5. Now Filter > Distort > Wave: Sine.
  6. Now Filter > Distort > ZigZag: don't change the settings. Do this twice. Now, press Ctrl+I.
  7. Now Image > Adjustments > Brightness/Contrast: Contrast = 82.
  8. Now Image > Adjustments > Color Balance: Midtones: Red = 36, Green = -49, Blue = -11.
  9. Now Image > Adjustments > Brightness/Contrast: Contrast = 21.
  10. Now Filter > Blur > Motion Blur: Angle = -55, Distance = 9
