- Create a new document (Ctrl+N): Width = 400, Height = 300
- Make sure that the colors are set as the default (Press D).
- Now Filter > Render > Clouds.
- Now Filter > Pixelate > Mosaic: 15 cells.
- Now Filter > Blur > Radial Blur: Zoom, Amount = 20.
- Now Filter > Stylize > Emboss: Angel = 135, Hieght = 10, Amount = 170.
- Now Filter > Brush Strokes > Accented Edges. And you're done.
