1. Create a new document (Ctrl+N).
  2. Now for the colors choose gray (top) black (bottom).
  3. Now, Filter > Render > Clouds.
  4. Now, Filter > Render > Difference Clouds. Keep on doing this until you think it's good enough.
  5. Now, press Ctrl+I.
  6. Now, press Ctrl+L, and move the middle arrow all the way to the left, or until you think it's good enough, and press ok.
